Disappointing Services

I had a urgent passport application to submit as i will travelling overseas.
I have Called them on Morning for Passport application Services and lady said we normally not required Booking for that and advised to come after 3:30 P.M. any time.

I went the post office by 4 P.M. and there were three people in service counter and only one of them Busy and lady said we only do this before 3:30
