The problem is in communication, the guy does his best but English ain't his first language, I reckon his language skills have improved in last few years,  it there are those  subtle detail type questions that go unresolved, well equipped and stocked and if you know yo stuff and know what you want then it ain't a problem. I remember the previous owner of business who established it and he was the best and Scottish or northern England origin.
