I don’t know why is department exists as it is a waste of time and only protects dodgy builders hate even giving out a one star. The contracts are so vague, They also put a muzzle on the CUSTOMER which means the builder can keep doing dodgy workmanship Don’t waste your time. It’s about time the building sector was regulated
The people who work at the DBDRV are lovely, but the process is about as useful as bicycle for a fish. Don’t waste your time, the process is long, tedious, and achieves nothing useful. I would love to know of a client that has achieved anything through this service. You will go into the process willing to negotiate, the builder will tell you to rack off and the conciliator will just say oh well go to VCAT. The process is time consuming and the results don’t justify the time you spend going through it. These guys aren’t here to help, but to tire you out and make you so exhausted you can’t be bothered fighting for your rights anymore. Avoid.
I have never been to this authority, but one needs to try the process before moving onto VCAT. Yes it is time consuming, no enforcement, no teeth, however, it must be tried.
Prepare yourself for a process that will waste ~24 month and achieve very little. While you wait you will have to put up with whatever defects/issues the builder has left behind. Builders all know this process is a way to get away with shoddy work as they can play the system so it take a year to get a certificate to be able to take to VCAT and then VCAT will take another year to schedule any hearing so that anything can be enforced on the builder. Even if you get enforcement action there is no way to, even then, be sure the builder will comply and your defect will be fixed. Consider simply avoiding all the hassle and paying someone else to fix a poor builder's work as this process is entirely broken and the government have no interest in fixing it as it protects builders.
We went through them as we had issues with our house which the builder wasn’t ready to acknowledge and fix even after 2 years a number of emails and calls . The agent appointed by dbrv to handle the case was completely on the builder’s side & didn’t want to listen to anything we had to say , very disappointing and one sided behavior by the agent . I had heard dbrv is of no use but still thought would give them a try . A complete waste of time , energy and peace of mind . Don’t recommend them at all . Should get a 0 for a star.
Process will just waste your time. No ability to enforce the Builder to do anything. Builder agreed to terms. Breached the timeframe and refused to complete the works they actually offered me to complete through the DBDRV process. DBDRV when shown the correspondence from the builder changing their agreement essentially said bad luck and then told me I had "3 business days to agree to the Builder's offer or get referred to VCAT". VCAT is currently a 12 month wait. And DBDRV has wasted 9 months of my time already. Just adding stress and exhaustion to the already disheartening process.
Had an issue with the builder which wasnt resolved with DBDRV due to the builder being very arrogant and not owning up for his faults, however the whole DBDRV process was very good. After reading the other reviews I was skeptical in the start, but must say that the resolution officer and conciliator were very good and understanding. However, since they cant force the builder to do his part we are moving on to VCAT
I would give a zero star rating if I could. As mentioned by so many others if you contact VCAT for ANY building dispute, they will only direct you to DBDRV. DBDRV will take several months to contact you, and they will simply tell you they have ZERO AUTHORITY to force the builder to adhere to Victoria government building standards. Then they will offer to arrange a discussion between you and the builder, and will then ask you to fill out a comprehensive form which has so much legal terminology that most people will struggle to fill it properly. The builder has all the power, and we have none. DBDRV serves NO purpose is a complete waste of taxpayers dollars. **UPDATE** A lot of people have been asking me about what to do, and here is a workaround: 1 During the initial signing of the building contract, specify you want to use your own Building Inspector 2 Hire a good Building Inspector I recommend Darbecca and trust me the money is well spent 3 If your Building Inspector highlights a serious defect or a malpractice, take that report DIRECTLY to Victorian Building Authority VBA you'll need to fill up some paperwork with them but your Building Inspector should be able to help. Once you've done that the VBA will get involved and ensure the builder does things correctly. DBDRV will NEVER contact VBA on your behalf, so forget about contacting them and go straight to VBA.
This organisation was formed to take the pressure off VCAT. They do not have any power at all. There is a very serious flaw in the builder/quality/defects and the ability of the consumer to communicate or make any claim. The only power they have is to appoint a mediation time with both parties. If the developer/builder does not attend the matter ends right there and then! Then off to VCAT where the costs make it impossible to follow this path. Keep in mind the builder under our laws can liquidate or bankrupt themselves if the going gets tough and they look like costs will be awarded against them. So the end story is there is nowhere to go whatsoever!! I approached Liberal and Labor planning ministers and my local member State and Federal to no avail. These are the unfortunate facts when it comes to building defects. The best thing to do is check your developer/builders credentials before commencement.
0 Stars. Useless & time wasting. They don't even take action if a builder and RBS both from Ballarat clearly lies to them. What an embarrassment to the VBA and Victorian Government leaving home owners as victims of the entire building process. In our case the last word is not spoken and the actions & behaviour of the involved parties will have consequences outside the DBDRV process.
