Development Christchurch Limited (DCL) was established as one of three new public sector agencies that work towards Christchurch's regeneration.
DCL is a Council Controlled Trading Organisation (CCTO) and a wholly owned subsidiary of Christchurch City Holdings Ltd (CCHL), the Council’s commercial holdings company.
We work for Christchurch City Council and alongside Regenerate Christchurch, Ōtākaro and other agencies and stakeholders to contribute to the regeneration of Christchurch.
DCL, with our public sector and community group partners, is taking a role in co-creating a vibrant and exciting Christchurch, recognising those who have gone before us, those who live here now and those who will live here in the future.
We are contributing to the successful, long-term regeneration of the city by facilitating, enabling and transforming investment and development opportunities. Our primary roles, derived from our Statement of Intent, are to:
Apply commercial discipline to development projects and Suburban Master Plans in order to deliver strong outcomes for the public good:
We will use our commercial expertise and capability to engage on behalf of Christchurch City Council with the private sector and enter into arrangements and partnerships that contribute to regeneration through successful development and investment.
Co-creating New Brighton:
DCL is leading work, on behalf of Christchurch City Council, to develop a case for a hot salt water pools facility, the staged development of the New Brighton Centre Master Plan and an independent report to Council into a design based feasibility of a beach promenade.
Make Christchurch an ‘Investor-Ready’ city:
New investment will create a vibrant and sustainable city with improved opportunities for its residents and investors alike. DCL will work with the private sector to increase investor confidence in Christchurch. Our aim is to facilitate new investment by creating a world-class experience for potential investors.
Commit to meaningful participation as the key to conversations about our future:
We are committed to changing the way public sector agencies listen to the community. Our Stakeholder Engagement Framework adopts the internationally recognised ‘IAP2 Core Values of Public Participation’ as the guiding principles to how DCL engages with stakeholders and the community.
Provide commercial and strategic advice to Christchurch City Council and act as its commercial lead on development projects as required:
DCL provides specialised commercial capability to Christchurch City Council responding to the increased capital investment programme of the City Council.
